In December, 2014, the Minnesota Department of Human Services pulled the license of Sally Mumm, a caregiver in Thief River Falls, for violations. The allegations involved mismanagement of client’s funds, and providing the wrong prescription medication to a client.

Valley News recently reported that Pennington County prosecutor Alan Rogalla is now facing intense public scrutiny over the burgeoning scandal, because Rogalla never brought criminal charge against Mumm, whom he admits is his friend.

According to a whistleblower that spoke with Write Into Action, the situation involving Mumm and Rogalla is far worse than the public knows.

“Sixty-four thousand dollars” was fraudulently paid out, the whistleblower said.  “They just developed a payment plan for her.”

The fact that Mumm was not prosecuted for the fraud is exasperated by allegation that she was sadistically abusive to the vulnerable adults under her care.

According to the source, a mentally challenged client once happily expressed her dream of someday being a “teacher.” Mumm responded to her client and told her she could not be a teacher. When the client asked why, Mumm sarcastically told her, ‘because you’re retarded [name redacted]”.

The source said the disturbing exchange was witnessed by Tammy Sparby, who was the wife of TRF city attorney Delray Sparby.

She abused her clients in front of everybody, the source said. Everybody was afraid because she had friends like Rogalla, so she could do whatever she wanted.

“I’ve never seen a more toxic person in my life,” the source said.

There are also allegations of extensive fraud.

According to the whistleblower, who conducted a private investigation into the fraudulent activities of Mumm, it was akin to a crime spree. ‘[Sally’s] client called two or three times asking where she (Sally) was. Sally claimed to be with that client. However, a witness drove by the swimming pool and she was laying out - tanning.’

On another occasion, Mumm allegedly was paid mileage and applicable expenses to attend an event in Moorhead, but was actually at home.
